Ms Chia Yong Yong graduated with LLB (Hons) from the National University of Singapore in 1985 and was admitted as an Advocate and Solicitor in Singapore in 1986. She has been in active legal practice since and is a Notary Public.

Yong Yong oversees the Commercial Department at Goodwins. She advises local and foreign managers, newly established investment advisers, fund administrators and custodians, fund managers and trustees of collective investment schemes on compliance and practice issues in relation to the licensing of scheduled activities, authorisation of Singapore registered collective investment schemes, recognition of foreign funds, listing of foreign convertible bonds, global depositary receipts and offering documents.

She advises on compliance requirements under the Securities and Futures Act, Insurance Act, Financial Advisers Act and the applicable regulations, practice notes and guidelines issued by the Monetary Authority of Singapore. She also assists and advises clients in their applications to the Monetary Authority of Singapore for relevant licences or exemptions, liaising with the Monetary Authority of Singapore on behalf of clients, vets and advises on the legal documentation and offering documents associated with the marketing of such investment products.

Part of Yong Yong’s portfolio extends to advising insurers on the setting up of branches and subsidiaries in Singapore, applications for insurance licences, regulatory and compliance requirements in the financial services sector.

Yong Yong has acted as lead counsel in joint ventures and equity participation ventures involving multiple parties in cross-border jurisdictions; she advises pioneer set-ups in other jurisdictions in relation to aspects of starting businesses, employment issues, structural support, transfer of technology and training, and on shareholders’ agreements, corporate restructuring, corporate finance, corporate syndicated loans, commercial agreements, and carries out due diligence exercises.

Yong Yong is a member of Singapore Institute of Directors and, and actively contributes her time and energy to various charities as company secretary, board member and legal advisor.
